Guidelines for class V admissions and for filling up of back log vacancies in Classes VI and VII as per the RTE Act for the Academic year 2012-13 

1. The Government in their Memo No.8511/Genrl-II/A1/2010, School Education Dept, Dt:13.07.2010 have issued instructions to make admissions into class V (English Medium- State Syllabus) and to fill up backlog vacancies in classes VI (English Medium- State Syllabus)and VII (English Medium- State Syllabus)through Random selection method in AP Residential Schools run by APREI Society.
2. As there will be demand and tough competition for the Residential Schools of APREI Society, a transparent procedure has been adopted for selecting the students for admission into these schools.
3. A 3 member committee is constituted at the District level under the chairmanship of the District Collector to ensure 100% transparent process of admissions. The committee shall have 3 members:

1) District Collector
2) District Educational Officer
3) District Convener Principal of APREI Society
4. The RTE Act prescribes only a ‘Random selection procedure’ for selection of  students for admission. So the ‘Drawl of Lots’ a process is prescribed for selection of students.
5. The Secretary, APREI Society will issue notification inviting applications from the eligible candidates. Cost of application, Schedule for the Admissions shall be prepared by the Secretary.
6. No.of vacancies to be filled and particulars of the District convener to whom filled in application is to be submitted shall be made available in the application form prescribed for admissions.
7. Eligibility:- a) For Class V:-
i) Income limit : Candidate’s parental income should not exceed Rs 60,000 p.a ii) Age :The candidate between 9 and 11 years of age as on 1st September of the year of admission is eligible(must have completed 9 years but not completed 11 years as on 1st September of year of admission). For the candidates belong to SC/ST categories, 02 years relaxation is allowed for the upper age limit.
iii) Study :Must be studying in Government/Government recognized School for the last 02 academic years immediately preceding to the notification year in the concerned District.

b) For Class VI:-
i) Income limit :Candidate’s parental income should not exceed Rs 60,000 p.a
ii) Study :Must be studying V class( in English Medium) during the academic year in Government/ Government recognized School in the concerned District.

c) For Class VII:-
i) Income limit : Candidate’s parental income should not exceed Rs 60,000 p.a
ii) Study :Must be studying VI class( in English Medium) during the academic year in Government/ Government recognized School in the concerned District.

8. The filled in applications have to be submitted to the Convener & Principal of  APREI Society of the concerned district either in person or by post.

9. The concerned Convener & Principal shall make arrangements for:

1. Sale counter
2. Receiving counter
3. Computerization of applications category wise .
4. Preparation of “Basic Data Slip of Students” for Drawl of Lots”

10. Computerization of filled in Application forms, preparation of Nominal Rolls, Printing of Slips for Drawl, selected list etc. may be entrusted to the National Informatics Center( N.I.C.) at the District Head quarters under the supervision of District Informatics Officer( D.I.O). District Collector may issue suitable instructions to the DIO in this regard.

11. a) The applications are allotted a serial number on the left side top corner. This shall be the reference number for all the purposes: This number shall be printed or written on the acknowledgement given to the student at the time of submitting filled in application form.

b) The students who submit the application by post may be asked to keep a Xerox copy of the application.

c) Each student is permitted to submit ONE application only.

d) In case any student submits more than one application, the student will not be considered for the selection process.

12. Separate Registers shall be maintained and the applications be registered Gender wise and category wise: 1. OC, 2. SC, 3-ST, 4. BC-A 5. BC-B, 6. BC- C, 7. BC-D, 8. BC-E, 9. Minority. 10. Fishermen, 11. PHC 12. Ex-Servicemen 13. Orphan.

13 . The ‘Drawl of Lots’ has to be conducted on the date prescribed in the application form in a hall at District Collector’s office by the Committee.
14. The District Judge or any other Judge nominated by the District Judge may be invited for the ‘Drawl of Lots’.
15. The Superintendent of Police shall also be invited for the ‘Drawl of Lots’.
16. The process of Drawl of Lots for selection of candidates shall be conducted as follows:

a) The 3-member committee shall conduct the draw on the scheduled dates. The date and time shall be informed to the District Judge and the Superintendent of Police in advance.

b) 50 parents will be selected by the Secretary, APREI Society through Random

Selection and the lists will be sent to districts. Only they have to be invited for Drawl of Lots to witness the process. An amount of Rs.100 will be paid to each parent who attends for Drawl of Lots towards miscellaneous expenditure for class V drawls. For Classes VI & VII, 10 parents will be invited on Random basis.--Information powered by www.apteachers.in

c) Separate enclosure for Press and Electronic media shall be arranged in the Hall. d) Sufficient seating arrangement shall be made for the parents who are sent invitations to witness the total process of selection. Their Signature may be taken in the Register in which selected candidates names are entered manually.

e) Arrangement shall be made for video recording of the process. The help of the DPRO or Local TV network may be taken in this regard.

f) Category wise slips containing “Basic Students Data” shall be kept ready. At the appointed time, the slips shall be cut in the presence of the invitees and put into the Buckets Gender wise, category-wise arranged on the stage. The Buckets shall have category label on both sides pasted so that every body can see it.

g) The Draw shall start and be completed till all the required number of students are selected.

h) One slip at a time shall be taken out of the bucket. The number, Name and Category shall be announced over Public Address system clearly.

i) Arrangement shall be made for recording the selected candidate’s details on either side of the DIAS:

(1) One Manual, and the other on

(2) Computer

j) This shall be made in the Register format prescribed from the O/o the Secretary, APREIS, Hyderabad, by two Mathematics Teachers selected for this purpose.

k) The District Collector shall appoint two Revenue Officers as observers at both the points for observing and ensuring faithful recording of names picked at the drawl of lots.

l) Drawl of Lots shall be made first to the extent of total number of seats notified to the District Students( including the District quota of seats in other Districts i.e. BC/Minority/Fishermen Schools) .

m) Draw for 100 % Category-wise Waiting List shall also be conducted gender wise, category wise after the 1st list(selected candidates) drawl is over on the same day Only following the same procedure. This Waiting List shall be used for filling the vacancies that arise due to non joining of students from the 1st List.

b) Note:-

i) In the above process, if sufficient no.of candidates are not available for PHC/Ex- Servicemen seats/Orphans, such seats will be allotted to Open Category.
ii) If sufficient no.of candidates are not available for BC-A seats then such seats will be allotted to BC-B. Same principle applies to BC-B/BC-C/BC-D/BC-E.
iii) If sufficient no.of candidates are not available for SC seats then such seats will be allotted to ST candidates and vice versa.
iv) If sufficient no.of candidates are not available for “Fishermen Seats / Minority”such seats shall be kept vacant only.
v) PHC/Orphan seats in Minority Schools shall be filled by PHC/Orphan of Minority only. If no Minority(PHC)/Orphan is available then those seats go to General Minority.
c) All the Lists of selected candidates have to be computerized simultaneously.
Signatures of the Committee Members shall be taken on the computerized lists on each page. The signatures of Special Invitees, the Judge, the Superintendent of Police etc., shall be taken in the Registers written manually. There shall be no corrections in any list. The signed lists i.e selected list(1st list) and waiting lists signed by the Committee Members should be kept with the District Convener.
d) Lists signed by the Committee shall be released to the Press on the same day. 

Lists should be made available on the notice Boards in the o/o the District Collector, DEO and in all AP Residential Schools on the next day of Drawal of lots. List of selected candidates will be made available on www.apresidential.gov.in portal also. Intimation letter will be sent to the selected candidates within two days of Drawal of Lots.

18. Counseling for allotment of Schools:
a) On the day of counseling the selected students have to come with their Original Certificates to the counseling center: (1) Study Certificate

(2) Income Certificate
(3) Caste Certificate (For reservation candidates) (4) Special Category Certificate (PHC/Ex- serviceman/Fishermen/Minority/Orphan)
b) All the above certificates shall be verified and obtained from the student and then attached to the Application form outside the counseling hall.
c) The students shall be called in to the counseling hall in the same order of drawl of lots and according to that serial number only for allotment of schools.
d) Then the student/Parent enters the Counseling Hall and the lists of schools available to him/her are displayed and shown to him/her. The Student/Parent selects the school and signs in the Register. Then an Admission letter is issued to him. He/She goes to the school and reports to the Principal with that letter. The Principal verifies the Photo and other details and admits the students.
f) After completion of first counseling, details of non-joining seats will be collected by the Convener Principal and placed before the Committee. The Committee allots seats from Waiting List following the same procedure.
